Britain opens new doors in India

London, May 16:

Britain is increasing its diplomatic presence in India by opening deputy high commissions in Hyderabad and Chandigarh, foreign secretary William Hague announced in the Commons yesterday.

Taking into account the high commission in Delhi and the deputy high commissions in Mumbai, Calcutta, Bangalore and Chennai, “that will bring the number of our diplomatic posts in India to seven”, he said.

That will “mean that Britain has the most extensive diplomatic network in India of any diplomatic service in the world,” he added.

In Hyderabad and Chandigarh, Britain has hitherto had trade offices, as it continues to do in Pune. In Goa, there is a British tourist assistance office.

Calcutta is important for promoting cultural ties but Britain has high hopes, not yet fulfilled, that there will be more bilateral business with Bengal with Mamata Banerjee as chief minister.

Hague’s sweeping overview yesterday of Britain’s role in the world was an attempt to demonstrate that while the Raj might long be dead and buried, the quip by Dean Acheson, the former US secretary of state, in 1962 — “Great Britain has lost an empire and has not yet found a role” — was no longer true.

In a Commons debate on foreign affairs, following the Queen’s speech on the coalition government’s legislative programme for the next 12 months, Hague explained the case for expanding British diplomatic presence in India.

“Given the growing importance of our relations with India, I can announce today that we have secured the agreement of the Indian government to open new deputy high commissions in the important cities of Hyderabad and Chandigarh,” he said.

“We are intensifying efforts to promote British exports and attract inward investments, with early results,” he pointed out. “In 2011, British goods exports to India increased by 37 per cent, to Indonesia by 44 per cent, to Colombia by 35 per cent, while British exports as a whole last year increased by nearly £50 billion.”

“I announced to the House on May 11 last year that we would substantially reinvigorate Britain’s diplomatic presence overseas,” he recalled. “I believe that there will never be any substitute for a strong British diplomatic service.”

Defending the reallocation of resources at a time of cost cutting, Hague said: “The approach that I have described on India will help to expand our trade and investment relationship by helping British companies, and it will help to deepen our political links with state leaders across India. We are funding this expansion in relation to the emerging powers through the reallocation of Foreign and Commonwealth Office resources, the withdrawal of some subordinate posts in Europe, and the reduction over time of our diplomatic footprint in Iraq and Afghanistan, where security costs are considerable.”

Although China has ticked off Britain because of the meeting Prime Minister David Cameron had with the Dalai Lama, Hague insisted: “It is vital that we develop a strong, frank and open partnership with China, reflecting our growing shared interests and our support for China’s economic success and more active leadership in addressing global issues. Where we differ, such as on human rights, it is vital we continue our dialogue, so by 2015 we will have an additional consulate, 60 more staff and 40 per cent more Chinese language speakers.

Pakistan merited a single anodyne reference: “The Prime Minister and I welcomed the Prime Minister of Pakistan to London last week for extensive discussions that illustrated the strength and breadth of our enduring partnership.”

New market yard in Nalgonda likely

An additional grain storage capacity of 1.5 lakh tonne in godowns is targeted to be created during the years 2012 and 2013 by the Marketing Department with its own financial resources, B. Aravinda Reddy, Marketing Commissioner, said here on Monday.

Talking to press persons, he said that the State-wide storage capacity was 10 lakh tonnes, of which 3.5 lakh tonnes was created during 2010-12. Yet, there was a shortage of godowns.

Mr. Reddy disclosed that a proposal to introduce SMS clearance of transporting grains at checkposts, in place of waybills, was under consideration by the department.

Referring to the Rythu Bazaars, he said that there was no move to add any in the district. There were 109 Rythu Bazaars across the State. The department would shortly initiate the process of filling 374 vacant posts in the agriculture market yards in the State. Fifty per cent of the posts in the yards were lying unfilled in view of the recruitment ban.

Mr. Reddy stated that the department had called for a proposal to set up a new market yard in Nalgonda as the existing one was found to be inadequate.

After going around the market yard here, he asked officials to immediately install electronic weighing machines. During interaction, farmers pleaded for installation of dryers and provision of cold purified water facility of 100 litres per hour in the yard. Some ryots wanted the level of the platforms raised to tide over the problem of grains getting wet in floods during monsoon.

Northeast emergency care workers win awards

Guwahati:

GVK EMRI, which runs the emergency ambulance service 108, has selected two special emergency medical trainers (EMTs) from the second batch of EMT workers in this region for the special emergency medical (EM) care award. The award has been instituted by GVK EMRI, Hyderabad.

The award is given to workers who have handled the most critical emergency cases in their region. These EMTs provide emergency aid to the patient in the first hour of illness or injury. This time, one EMT, Bikash Sharma, and one attendant (pilot), Biplob Mazumdar, who had handled a bullet injury case in Tinsukia in February this year, were presented with the EM care award on Monday.

108 ambulance service has successfully transported 64,5,56 patients to the Gauhati Medical College and Hospital (GMCH) from November 6, 2008 to April 20, 2012.

The emergency workers are given a special 45-day training in which they have to undergo a 10 days special training in GMCH’s  casualty, labour room and emergency care wards.

The EMT workers have to deal with adverse circumstances like hostile crowds, poor road conditions and inhospitable terrain.

The EMTs are also imparted skills like basic airway management, use of nasopharyngeal airway adjunct, suctioning, bag valve mask ventilation and other basic lifesaving skills.

The pilots are trained in first aid, basic life support, spinal motion restriction devices, extrication, lifting and moving techniques of patients. They also undergo special refresher training every six months.

Ramen Talukdar, superintendent, GMCH, said, “The workers are responsible for bringing the most critical patients to the hospital and that too within a very short time. This is a difficult task as the EMT is responsible for the first emergency care given to the patient.”

GVK EMRI operates 280 ambulances across the state, including two boat ambulances in Sadiya and Majuli. There are about 27 ambulances operating in the city at present.

Private industry’s contribution to Agni-V success huge, significant: Saraswat

Hyderabad:

Nearly 40 private industries from Hyderabad and almost 150 industries from all over the country contributed to the success of Agni-V, the long-range Inter-Continental Ballistic Missile (ICBM) that was test-fired successfully on April 19.

Director general of Defence Research and Development Organisation (DRDO) and scientific advisor to defence minister, V K Saraswat on Saturday said the role of private industries was significant in the development of the missile that put India in an exclusive club. The private industries contributed major sub-systems as required by the DRDO.

Saraswat was speaking to the media on the sidelines of the ‘luminary sessions’ organised by the Aeronautical Society of India, Hyderabad branch. The Agni-V team, including Saraswat, Avinash Chander, chief controller, R&D (missiles and strategic systems) and others were felicitated on the occasion.

Even in so far as the production of the weapon systems that the DRDO develops, Saraswat said he favoured a partnership with the production agency, right from the time the product is developed by the DRDO. This, he said, facilitates better transfer of technology. “Our strong opinion is that DRDO should have an important say in who the production partner should be,” he said. In reply to a question, he said defence minister A K Antony had also felt so.

Saraswat said, several countries had shown interest in buying the Akash missile but it would not be possible to make the supplies because of the limited production facilities available in the country. Declining to name the countries which had shown such interest, he said these were countries which were friendly to India. “It is not possible to make supplies without our own requirement being met,” he said.

The DRDO chief said the ongoing missiles programmes in the country were worth Rs 40,000 crore and if other programmes also included, it could go up to Rs 80,000 crore. He described the private participation in the success of missile as “huge significance.”

The DRDO chief said the Light Combat Aircraft (LCA) ‘Tejas’ would be inducted into the Indian Air Force this year. He said a naval variant of the LCA was successfully test-fired on Friday. He said the first ship-fitted with Long Range Cruise Missile (LRCM) would also be rolled out in 2013-14.

In reply to a question, Saraswat dismissed the ‘Tatra’ trucks issue as an aberration’.

Explaining about the future projects, he said among the many things he visualised were a solar-powered aircraft by 2040. About Ballistic Missile Defence (BMD), he said the tracking from the mission control centre as part of defence would have to be done in real-time communication network.

For many projects to materialise, Saraswat said self reliance was important and there was a need for nearly 500 engineers to join the defence establishment for acceleration of the current projects.
